1.1 This Outline covers the electrical systems of electric scooters and electric motorcycles with respect to a risk of fire, electric shock, and explosion hazards associated with the battery powered electrical system during charging and discharging (use). Electric scooters and electric motorcycles are intended for over the road use.
1.2 This Outline covers both on board and off board equipment associated with the electrical system of electric motorcycles and electric scooters. This is referred to as the vehicle system of electric scooters and electric motorcycles. The minimum vehicle system consists of the battery, battery management system, and the interconnecting means from the charger to the battery (inlet connection). Other components can be included in the vehicle system being evaluated at the discretion of the manufacturer.
1.3 This Outline does not cover any other electrically powered vehicle other than electric scooters and electric motorcycles for road use, as defined within this document. Electrically powered scooters that are not intended for road use and are intended for personal mobility are covered under the Standard for Electrical Systems for Personal E-Mobility Devices, UL 2272.
1.4 Federal Motor Vehicle Safety Standards (FMVSS) outlined under 49 CFR, Chapter V, apply to electric scooters and electric motorcycles. Compliance with these FMVSS documents is outside the scope of this Outline.
